EMPLOYEE SMOKING, TOBACCO, AND MARIJUANA USE
In the best educational, health, and social interests of everyone, and in view of medical evidence reiterating the dangers of tobacco use, Plaquemines Parish School Board prohibits smoking and/or the use of any other tobacco products as well as non-tobacco smoking substances, smoking instruments, and any form of marijuana.
The use of any tobacco product, smokeless tobacco, or marijuana product in any form, or any smoking object/device, including but not limited to electronic cigarettes, advanced personal vaporizers, vape pens, vape mods and similar devices, shall be prohibited on and in all School Board property and vehicles, and at all school-sponsored or school-approved functions. However, this prohibition shall not be applicable to any tobacco product approved by the United States Food and Drug Administration for sale as a tobacco cessation product and which is marketed and sold solely for such purpose. School Board property shall include any elementary or secondary school buildings or grounds, buildings, portable buildings, field houses, stadiums, equipment storage areas, vacant land, or any other property owned, operated, or leased by the School Board.
In compliance with statutory provisions, the School Board shall enforce and monitor the effects of this policy. An individual shall face disciplinary measures if caught using tobacco or marijuana products, including smoking, and may be cited and fined by local law enforcement.
It shall be the duty of the principal to enforce this policy at any school. Violators shall be subject to the following disciplinary measures:
First Offense: A verbal warning with a letter of reprimand from the employee’s principal or immediate supervisor, which shall be placed in the employee’s file. A copy of the reprimand shall be forwarded to the Superintendent’s office.
Second Offense: A conference with the Director of Human Resources with a letter of reprimand, which shall be placed in the employee’s file. A copy of the reprimand shall be forwarded to the Superintendent’s office.
Subsequent Offenses: The employee shall be referred to the Sheriff’s Department for citations and fines.
Employees may also be referred to a tobacco-cessation counseling service.
