VOTING METHOD AT BOARD MEETINGS

 

 

An affirmative vote of a simple majority of the members of the School Board present and voting shall be necessary for the passage of any motion, except in such instances as the law or other policies of the Plaquemines Parish School Board may require a larger vote.  Every member present, including the President, shall be entitled to one vote.

 

Voting Procedure:  The School Board President (or presiding officer), after a motion is made, seconded and discussed by School Board Members and/or Public, will ask if there are any objections from the School Board.  If no objections are heard, the School Board President will announce “without objection, the motion passes unanimously”.  This will be recorded as each member present, voted in the affirmative and recorded into the meeting minutes as such.  If there are any objections, abstentions, recusals, or other declarations, an electronic, voice, or roll call vote will take place.

 

A member of the School Board may abstain from voting on an issue before the School Board, whereby his/her vote shall be counted neither for nor against the issue voted upon.  In such cases the School Board member shall state that he/she abstains from voting and the minutes shall reflect the member's abstention.

 

School Board Members shall recuse themselves from any vote that may conflict with Louisiana Ethics Code.  Any item that requires recusal, shall be listed on the agenda and meeting minutes separately.

 

There shall be no representation by proxy by any member at any meeting of the School Board, including committee meetings.  All School Board members present at School Board meetings and all committee members present at committee meetings are authorized to speak on issues, offer and second motions, and vote.

 

Reconsideration of action shall be according to Robert's Rules of Order, Newly Revised, with the exception that matter voted on by the School Board shall not be brought up for reconsideration within a thirty (30) day period except by a two-thirds (⅔) vote of the School Board.

 

No action shall be taken by the School Board except as taken above at a properly called regular or special meeting.
