AGENDA PREPARATION AND DISSEMINATION

The Plaquemines Parish School Board President shall direct the Superintendent to prepare, or cause to be prepared, an agenda for all regular School Board meetings.  Items of business may be suggested by School Board members, administrative staff, employees, school patrons, or lay citizens of the school district for inclusion on the agenda.  The agenda shall not be changed less than twenty-four (24) hours, exclusive of Saturdays, Sundays, and legal holidays, prior to the scheduled time of the meeting.

Each item on the agenda shall be listed separately and described with reasonable specificity.  Before the School Board may take any action on the agenda item, the presiding officer shall read aloud the description of the item.

A request to be considered for a place on the agenda of any items or by any group or individual other than a School Board member shall be filed in writing with the Superintendent no later than ten (10) working days preceding the next scheduled School Board meeting.  Any material to be used must be submitted at the time of the request.  The agenda of the School Board's regular meetings shall be published in the official journal on the Tuesday prior to the meeting date.

All School Board meeting materials and supporting data shall be disseminated to the members of the School Board electronically, and also hand-delivered upon request, no later than twenty-four (24) hours prior to any School Board meeting, whenever possible.

No School Board member shall be denied the right to have an item placed on the published agenda of a School Board meeting.  Except for announcements, requests for expressions of praise, commendations, sympathy, setting dates and times for meetings, and requests by the School Board's legal advisor, an item of business not on the agenda that has been posted no later than twenty-four (24) hours before the meeting may not be suggested from the floor for discussion except upon unanimous consent of the members present at a meeting.  The motion to add an item not on the agenda shall identify the item with reasonable specificity, including the purpose for the proposed addition to the agenda, and shall be entered into the minutes.  In keeping with state law and School Board policy, prior to any vote to add an item to the agenda, there shall be an opportunity for public comment on the motion.

The School Board's business will be transacted in the order outlined below:

1. Call to Order and Preliminary Matters

2. Approval of Agenda

3. Committee Reports

4. Recognitions and/or Presentations

5. School Board Member Time for Agenda and Non-Agenda Items

6. Superintendent's Comments and Reports and Consent Agenda

7. Information Items and Announcements  

8. Citizens' Comments

9. Adjournment

CONSENT AGENDA

A Consent Agenda shall contain items that can be approved by the School Board with one (1) vote.  Any item that the School Board agrees on or gives consent for blanket approval shall be included in the Consent Agenda.  At any time, if there is a question or concern, that agenda item may be removed from the Consent Agenda and addressed separately.

Items that can be placed on the Consent Agenda are those that do not ordinarily require lengthy discussion or present possible controversy, i.e., permission to advertise for bids; accepting resignations/retirements; approving employment, reappointment and transfers; approving personnel for leaves of absences; approving board meeting minutes; board meeting and budget adoption schedules; second policy readings; grant awards; permission to advertise for vacancies; certain reports such as test scores, etc.
